Ms. Shine is a Strategic Human Resources (HR) Manager supporting the chief executive and management teams in all facets of HR, driving local and corporate HR initiatives and policies in a rapidly changing IT environment. She has over 19 years experience supporting all areas of administration, with an emphasis on recruiting, training and development, employee relations, and compensation and benefits. She provides full life cycle contracts, administration and support to DoD, civilian agency clients, and on company subcontracts with Large and Small Business prime contractors across the breadth of contract types. She validates OCI concerns, relationship development and management with the clients' acquisition teams. She consistently aligns company strategy and achieves significant improvements in key business metrics such as process improvements and productivity.  

 

Since joining CIPS in 2022, she has achieved significant results in the area of operational workforce planning, competency alignment and onboarding. Ms.Shine leads Quality Management System at CIPS and holds projects to the high standards of ISO 9001:2015 compliance. She contributes vigorously to the CIPS Business Development and consistently aligns the HR strategy with business goals to ensure that CIPS meets the client’s requirements and the appropriate resources are available for fulfillment on projects.  

 

Prior to CIPS, Ms. Shine served as HR  and Operations through various retail environments and managed teams from 10-200 staff members. She has a strong understanding of building client relationships and customer service. Ms.Shine is known as a strong leader with high standards and powerful drive for results. Ms. Shine enjoys working with people to understand and support their professional needs and growth.
