Mr. William D. Lese is a Certified Business Development and Capture Management practitioner with over 30 years of professional services experience supporting federal and state government organizations in the areas of Information Technology, T&E – IV&V, C5ISR, Modeling, Simulation, Analysis and Homeland Defense related activities.  Mr. Lese has worked in International Security supporting the securing of the Saudi Arabia Embassy in Washington DC.  He is a career status employee with the Federal Government serving at the Operational Law Enforcement Division - US Coast Guard, Dept of Homeland Security, Washington Mall Operations at the Dept of Interior, and a Senior Officer in the Dept of Justice.  Mr. Lese has served tenure in the Corporate environment within a variety of companies such as twelve years at Northrop Grumman (NGIT and NGMS sectors), various SDVOSB’s, WOSB’s and Super 8a’s.  He is a seasoned professional with extensive experience successfully leading and driving all aspects of the Business Acquisition Process.

 

Mr. Lese has served as a Corporate Officer,  Director in charge of professional services implementation, PMO operations, VAR sales and meeting complex organic business development challenges. He has worked with all aspects of corporate operations as part of his management role in Business Practices and Solutions, Opportunity Capture, Systems Engineering, Business Analysis, Pricing, and Proposal Writing. He is responsible for CIPS’s day-to-day Corporate Business Development Office, supporting all aspects of customer requirements and strategic business initiatives.

 

Mr. Lese has earned a Bachelor of Science degree in Public Policy Administration from North Carolina Wesleyan University, a Master of Science Administration degree in Information Resource Management from Central Michigan University, is a graduate of the Federal Law Enforcement Training Center in Brunswick, GA, is Shipley Certified in Business Development/Capture and is Lean Six-Sigma Green Belt Certified from Northrop Grumman.

 

As a volunteer, Mr. Lese has served as a soccer coach for the Boy’s and Girl’s Club of America in Prince Georges County for 12 seasons. Mr. Lese enjoys exotic foods and travelling, especially to remote jungle regions of Vietnam.
