Ravi Bhutani

President, CIPS

 

Company President, Mr. Ravi Bhutani, provides the executive and technical leadership. His technical experience of 20 years is split even between IBM Information Systems Group - as Advisory Programmer Analyst, and with the Federal Government as Senior IT Consultant on NAVSUP, IRS, VA/VBA, Department of State, and USAid Agency contracts. Mr. Bhutani has successfully led and managed multi-cycle contract awards at NRL, NIST/DOC, DEA/DOJ and NIAID/NIH. Mr. Bhutani’s specialization is in design of mission critical and complex enterprise data bases, modeling, data standards, application and system architecture, performance management, service level agreement and capacity planning.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Dr. Kiran R. Bhutani 

Vice President

 

Dr. Bhutani is an avid Researcher in the field of Mathematics and has published a book on Fuzzy Group Theory. She has referred over thirty (30) articles and has won several research contracts including at NRL for investigating applications of graph theory to distributed computing.  She also has won research contracts at the National Library of Medicine, National Institutes of Health where she investigated applications of fuzzy theory in developing methods for automating the task of segmentation and classification of cervical and lumbar spine vertebrae in digitized X-ray images, a topic of interest to researchers working in the area of Osteophytes and Osteoarthritis. A prototype system using MATLAB's Graphical User Interface was developed.

 

Dardo D. Kleiner
Principal Software Engineer

For over 15 years, Mr. Kleiner has led CIPS’ contributions with specific technological expertise in, but not limited to, the areas of InfiniBand/RDMA networking, scalable cluster filesystems (e.g. Lustre, Ceph), “cloud” compute, storage, & network environments, and reusable library and full stack application development in C/C++, Python, Java, and Javascript/CSS/HTML.

 

His premier work with the Research Networks group includes administration over 100+ node compute clusters as well as development of software capable of leveraging very high bandwidth network and storage infrastructure and large graphical display systems. His expertise spans the full spectrum from Information Technology to Computer Science.  Adept at technical writing, discussion, and presentation, Mr. Kleiner also has numerous publications and continuously participates in the complete lifecycle from planning, recruiting & team building to project management, developer tasking, and end-user engagement & support. 

 

Satinka Shine Oliver

HR Manager and Operations

 

Ms. Oliver is a Strategic Human Resources (HR) Manager supporting the chief executive and management teams in all facets of HR, driving local and corporate HR initiatives and policies in a rapidly changing IT environment. She has over 20 years experience supporting all areas of management, including  administration, with an emphasis on recruiting, training and development, employee relations, and compensation and benefits. She provides full life cycle contracts administration, support to DoD and civilian agency clients, and on company subcontracts with Large and Small Business prime contractors across the breadth of contract types. She validates OCI concerns and relationship development and management with the clients' acquisition teams. She consistently aligns company strategy and achieves significant improvements in key business metrics such as process improvements and productivity.  

Greg Galanos

Program Manager

 

 

Mr. Galanos is PMP and ITIL V3 certified Program/Practice Manager with over 17 years of professional experience supporting federal and state government organizations in the areas of acquisition, information technology, and program management.  He has both operational and corporate experience supporting a variety of government agencies such as DoD, HHS, DHS, and USDA.  He is a seasoned technical program management professional with extensive experience successfully leading and driving all aspects of business operations.

 

Mr. Galanos leads projects in accordance with the Systems Development Life Cycle and Department of Defense 5000 methods and best practices. He has served as a corporate Practice Director in charge of professional services implementation, PMO operations, and meeting organic business development challenges. He has worked with all aspects of corporate operations as part of his management role in Business Practices and Solutions, Opportunity Capture, Systems Engineering, Business Analysis, Pricing, and Proposal Writing. He is responsible for our day-to-day corporate Program Management Office (PMO), supporting all aspects of customer satisfaction and strategic business initiatives. 

 

Mr. Galanos earned a Bachelor of Science in Business Administration from the University of Maryland and a Master’s of Science in Information Systems from the University of Maryland.
